Call for paper RH 2019 Restructuring of the rural territory

The restructuring of the rural territory through the foundation of new villages, as an engine of urban economic development (Middle Ages-Early Modern Period)

Introducing the topic

An Italian scholar of the Medieval settlements wrote that establishing new settlements and new communities is a creative and complex initiative "with an eminently political content", even when it is possible to recognize economic reasons or, less frequently, military ones.
We should not be surprised - continues the scholar - if the attention to the topic has been constant and has been highly interesting for historians, archaeologists, historians of architecture and urbanists, generating also a progressive integration of the different knowledge.

The aim

The aim of the panel is to examine the phenomenon of the foundation of rural settlements between the 12th and the 13th centuries as an important engine of urban economic development organization and a pillars of development.

It has further been noted that a city could found and own "an entire and populous village, endowed with its own poderium [district]", especially "in an area disputed and bordered by the dominion of others; it was a refined but expensive and completely experimental territorial policy operation, which was not always successful".

Therefore, according to this perspective, the organization of the countryside was closely linked to the needs of the cities of regulating the countryside and rationalizing its productions in the effort of meeting the requirements of urban markets. Founding new settlements was a suitable tool which produced a positive effect both on urban economy and urban political aspirations.
Within this horizon, the countryside would become the place for the manifestation of the power and ambitions of the cities but it was not just a passive playfield. The cities themselves could not underestimate the possibility of rural population rejecting their projects of founding new settlements. Therefore, focusing on the initial stages of setting up a rural settlement project will be of interest especially for the failing initiatives or those that could not reach a development.
In fact, as well as successful cases, it seems promising to analyze the causes of the failures that appear to be loaded with valuable information on the rural world and its relationship with the unban word.

The themes

There could therefore be numerous and different themes. Here are some examples:
1. To identify the reasons, the lobbies and the forces that build the project and those that implement it in the initial stages;

  1. To study the resiliencies or the fragilities of the rural communities in the confrontation with the new settlements.
  2. To compare the tools used in different cases such as tax exemptions and other advantages promised to push farmers and peasants moving to the new villages.
  3. To examine comparatively the reasons for successes and failures.


The approaches

An approach that uses both written and iconographic sources - if available – as well as archaeological sources is encouraged even if not obliged since it also depends on the suggested topics that the papers will propose.

Papers that will examine alpine or pre-alpine study cases are also strongly encouraged.

La ristrutturazione del territorio rurale attraverso la fondazione di villaggi nuovi, come volano dell’economia urbana (medioevo-prima età moderna)

Introduzione

Come ha scritto una studiosa degli insediamenti italiana, dar vita a un nuovo insediamento e a una nuova comunità è sicuramente un’iniziativa creativa e complessa, «dal contenuto eminentemente politico», anche quando si vogliano riconoscere presenti motivazioni di ordine economico o, meno frequentemente, militare.

Perciò non ci si deve stupire – prosegue la studiosa – se l’attenzione al tema sia risultata costante e abbia registrato interesse sia da parte degli storici, sia da parte degli archeologi sia da parte degli studiosi dell’architettura e dell’urbanistica con una progressiva integrazione delle rispettive acquisizioni.

Lo scopo del panel

L’obiettivo del panel è quello di esaminare il fenomeno della fondazione di insediamenti rurali tra XII e XIII secolo come un importante volano dell’economia urbana e uno dei pilastri di quest’ultima.

Infatti, come è stato notato, che per iniziativa propria una città potesse fondare e possedere «un intero e popoloso villaggio, dotato di un proprio poderium», soprattutto «in un’area contesa e confinante con il dominio altrui, era una raffinata ma dispendiosa e del tutto sperimentale, operazione di politica territoriale, non sempre coronata da successo».

Perciò, secondo tale prospettiva, l’organizzazione delle campagne sarebbe strettamente legata alle necessità della città non solo di disciplinare il territorio e di razionalizzarne le produzioni per soddisfare i bisogni dei propri mercati, ma anche uno strumento adatto a produrre un effetto positivo di trascinamento dell’economia urbana e delle aspirazioni politiche cittadine.

In tale orizzonte le campagne diventerebbero il luogo della manifestazione del potere e delle ambizioni delle città pur mantenendo un loro protagonismo tutto da esplorare e che le città stesse non potevano sottovalutare. Perciò concentrarsi sulle fasi iniziali dello stabilirsi di un progetto di insediamento rurale sarà interessante soprattutto per quelle iniziative destinate al fallimento o a restare allo stato incoativo senza potersi sviluppare realmente.

Infatti, al di là dei casi di successo, appare promettente analizzare soprattutto le cause del mancato radicamento di progetti che appaiono altrettanto carichi di preziose informazioni sul mondo rurale e i suoi rapporti con quello urbano quanto i tentativi riusciti.

I temi

I temi dunque possono essere molti e diversi: individuare le ragioni, gli ambienti e le forze che costruiscono il progetto; quelle che lo mettono in atto nelle fasi iniziali; confrontare gli strumenti utilizzati nei diversi casi come per esempio le esenzioni fiscali e altri vantaggi promessi agli agricoltori e ai contadini che si fossero trasferiti nei nuovi villaggi; esaminare anche comparativamente le ragioni dei successi e dei fallimenti; studiare le capacità di resistenza o le fragilità delle comunità contigue al nuovo insediamento, solo per fare alcuni esempi.

L’approccio

Un approccio che utilizzi sia fonti scritte sia iconografiche – se disponibili – sia archeologiche è incoraggiato anche se non obbligatorio poiché dipende anche dagli argomenti proposto che i papers vorranno proporre.

Inoltre saranno benvenuti i papers dedicati all’analisi di nuovi insediamenti rurali collocati in aree alpine e/o prealpine.
